Planner Mode converts country advisory posture, risk indicators, mission-support context, and reference data into civil-considerations and operational-environment outputs: factor/relevance analysis, ASCOPE x PMESII matrix, key influences, sources of instability, sources of stability, activity design, and monitoring indicators.

A 36-cell crosswalk answers what factor matters and why it affects movement, support, objectives, stability, or risk acceptance.

Stability Analysis
